This could be in just about any bar.
Leonard isn't the social type, so he tends to sit alone, usually with his back against a wall. Whatever he drinks, it's strong and has more ice cubes in it than anything really needs. Sometimes he just takes one of them between his fingers, raises it to his mouth and slowly lets it melt against his tongue.
He never really gets drunk, but sometimes there's a buzz. Enough to make his thoughts less sharp, which is a blessing at this stage.
If anyone sits near him, he will look up and make conversation, so it's not as if he's completely anti-social. Just mostly.

Outside it might be a hot, hot July, but inside the ice rink, where Leonard "works" as a Zamboni driver, it's blissfully cold.
He's wearing a parka, hood pulled up so he can rest his head on it, because he's quite literally flat on the ice, resting on his back. He also has a snow-cone in his hand, the Zamboni parked off to the side. He has taken a very preemptive approach to being a Zamboni driver, he simply doesn't let anyone inside.
But there is a pair of skates on his own feet and some special people might have gotten a heads up over meeting him here.

She usually liked talking to the kind of sad souls that lingered in hotel bars after dark instead of hitting the town or resting up for the next day. But this more ice than whiskey thing was starting to make her question that kind of people they let into this joint.
"Got something else if you can't handle the taste."

He set the glass back down and arched an eyebrow at her, wondering whether she wanted to police anything else about the drink he was paying for. "Don't mind the taste. Just like the cold."

The smirk implies from just how far not around here she's thinking of, the whole being from a separate world thing. But he gave an interesting answer, at least, so she can offer a refill for all that ice.

She reaches into her coat and pulls out her own flask, inviting herself to take a seat and share in the misery of the evening.

ICE SKATING
He's a villain, she's a hero, they both know it, and inviting her here just reeks of a trap. If they were back home, in Central or in National, it would be.
She picks her way through the seats to the edge of the ice and leans both hands against the low wall surrounding the rink, frowning at the figure lying on the ice. With a snow cone?
"Are you sure you aren't a metahuman?"

"Absolutely sure. I just like to keep a cool head." Ah, the puns. But it might be worth it to see her shiver in spite of what she is. "Are you going to skate?"

"Actually I've never done it," she admits. "Gone ice skating, that is. I grew up in California, I went surfing. You're a really good skater. Is that part of your whole..." Vague gestures at all of him. Do you do crime on skates? Is that a thing?
That snow cone looks really good too, but it's still weird to eat a snow cone while ice skating, isn't it?

Instead he smiles, making an ever so inviting gesture with his hand. "You should give it a go."

And now she's been thinking about that for a few moments too long, and it's going to get awkward soon, and she hops the wall, landing on the ice and slipping a little because ice. Luckily she grabs for the wall and not for him. "I don't have skates," she says after she's gotten her balance. "Did you...this really isn't a trap, is it."

When she hops the wall and almost slips, he instinctively moves closer. However, she catches herself and so he skates away, gladly giving her space again. "You can borrow skates from here."
He gestures in the direction of the booth, even if it's unoccupied. Not really ice rink season and him not letting people in most of the time doesn't help. "A trap? What would be my sinister plan, to watch you fall on your ass?"

"Probably not? I don't know, it just, it seems like the kind of thing a villain would do? 'Meet me at the ice arena, come alone,'" she intones in some kind of deep, dramatic 'villain' voice. She finds a pair of skates in her size and perches on the bleachers to tie them. "I guess that isn't your style though?"

"So, your first time on ice? At least literally. Seems like you'd know about being on figurative thin ice." Just a slightly educated guess.

"Oh yeah, figurative thin ice happens a lot," she admits with a wry smile as she tries out a glide and lets out a little eep of surprise as she glides much more easily and farther than she'd expected. It's difficult not to hover a little, to control her balance, but no, she wants to do this right. Now there's a little line of concentration on her face as she starts again.

"This is kinda tricky," she admits, smiling now, a real, genuine smile. She straightens again, bends her knees a little more, and pushes off again, and this time maybe she cheats just a tiny bit. She doesn't want to hobble around the ice, she wants to skate. It's maybe too much of an improvement, but she'll risk it.

"So, which is it? Flying or just hovering?" He sped up to skate next to her again. "More useful than the glowing, but I think I prefer that."

"Both," she admits after a waffling moment where she considers trying to bluff her way out of it. "I can do both." She folds her hands behind her back and skates silently for a few moments. "The glowing is new." Implying the flying and hovering isn't.

But skating backward looks fun, she swings around to try it and almost immediately slips with a yelp, flailing out for support before she goes crashing to the ice. Not that it will hurt, but still.

It's been a very, very long time since he has taught someone anything about skating, but it's easy to dab down on the nostalgia, he's very used to doing that.

Axel slid in next to Leonard with the biggest grin possible but hey, whatever, this was something he'd always wanted. Chilling with Captain Cold. And hell, this guy was like a Leonard Snart with little experience of him, this was like a second chance. A way to prove himself and make sure he got a good in with the rogues. He just had to play it cool and not piss him off. Somehow. "What's up, bro?"

Never had 'yo' been said as drily as just then, but that was Leonard's talent and he doubted someone like Axel would even notice. Just as he'd not be deterred by the way Leonard looked at him as he took in his outfit in all its questionable glory.
"Order something, then we can talk. You pay for yourself. I ain't the generous type."

Man, ordering a drink. He had to make sure it was something he could drink but would also make him look cool in front of Cold. Usually he liked those colourful vodka pops or shots but he was thinking this was like some kind of manly sit down so in the end, he ordered whiskey.
He didn't like whiskey but he ordered it. "So how have you been, man?"

No, Axel wasn't even getting the 'been better' that was at least not an outright lie, all he got was something filled with sarcasm and very far from true. Len ordered vodka on the rocks, although they knew his preferences here and he ended up with what looked more like rocks on the vodka. He liked it cold.
"What is it you can do, kid?"

She spots Leonard in the corner by himself and smirks. Maybe Bela could stand to have some company tonight.
Bela walks over to his table, placing her hands on the surface as soon as she reaches it. She smiles down at him.
"Room for one more?"

His eyes linger on her hands on the table for only a few seconds before he looks up at her face and then leans back.
"Sit down."
Leonard has recently gotten a refill, so the glass is filled with something aside from ice, even if the ice is still the prominent player. Just the way he likes it and still more than enough to drink.
"Always surprises me when a coincidence doesn't just piss me off."

"Yeah?" She looks faintly amused for a moment. "This place just happens to be one of my usual bars to visit."
Might not be a very busy bar currently, but she was fine with that. It meant that they could have a proper conversation.
"So. How have you been?"

"I've been well. Business is a little slow at the moment, but I am putting that down to it being the summertime. People seem more interested in taking holidays than buying antiques."
A shrug as she takes another sip from her drink.
"How's the ice rink business?"

It was always important to have a buyer established after all. Someone like her, from all he knows so far, not that different from some of the people he deals with back home, especially with how she appears to relate to him. He just has to know how particular she is about legal matters.
"And it's fine. I keep it closed and it keeps me cool. Profit. But you can come by some time, if you'd like."

Bela was still trying to figure out what kind of person Len was, the kind of rules that he followed (or didn't follow) In any case, she had taken some form of interest in him and is curious to learn more.
"In answer to your question, I have bought items off of people on a few occasions. But only if I feel I can make some kind of profit from it. Don't let that discourage you though. Bring along something that you think I may be interested in and I'll take a look at it."

Len leans back and shrugs one shoulder, showing a certain amount of cool about the whole situation. She could come visit and he could maybe use her as a buyer, that is definitely convenient. At the very least he trusts his instincts enough to hope that she wouldn't just turn him in. It's a strange thing perhaps to rely on, charm, but it's served him well more than a handful of times. Maybe it's not that surprising that he winks.
"I can think of a handful of things you might be interested in, so you're on."

Using charm was one of her weapons, and one that Bela used rather well. She wasn't trying to play Snart right now or trick him in any way. Snart was not a mark nor a customer. Admittedly, Bela enjoyed the attention that he was giving to her, even the wink.
"So, what did you do for fun back home?"

So, stealing. But he doesn't say it like that, because he happens to not be an idiot. "Mostly for a good challenge and a better score."

She takes a sip from her glass, offering him a smirk of her own. "Aside from working I enjoy going out to gala events, art galleries. Things like that."

Best way to scope out a potential target was to spend a few hours in it, pretend that she was part of the event that was going on. There were a few occasions in which Bela did that exact thing here.
"Ever traveled anywhere far?"

Besides, if this became an arrangement of sorts, she might be able to tell him what she wanted. Like ordering from a catalogue.
"I travelled to the future. And the past. Does that count?"
